Under the current complicated domestic and international situation, my country's foreign trade development still faces many challenges.

The State Council has deployed a number of measures to further deepen cross-border trade facilitation reforms and optimize the business environment at ports:

Premier Li Keqiang presided over an executive meeting of the State Council on July 21 to determine measures to further deepen the reform of cross-border trade facilitation and optimize the business environment at ports.


The meeting deployed a number of measures from three aspects:

1. Further improve the efficiency of customs clearance. Expansion of the pilot projects of "direct loading at the port of arrival" for export goods and "direct delivery at the ship's side" for imported goods. Improve the convenience of export tax rebates, and reduce the average time for tax rebates to less than 7 working days before the end of this year. Support the construction of overseas warehouses and improve the export return policy of cross-border e-commerce. Do a good job in linking up with the trade facilitation measures in the Regional Comprehensive Economic Partnership Agreement.


2. Further reduce the cost of import and export links. Implement the port charge list publicity system, and no charge is allowed outside the list. Lower the pilot fee standard for coastal ports.


3. Further strengthen comprehensive port services. Improve the timeliness of air port allocation. For water-operated railway transportation of goods, explore the implementation of the "direct access by vehicle and ship" model. Improve international logistics supply capacity.


"Under the current complex domestic and international situation, my country's foreign trade development still faces many challenges. This meeting revealed a number of practical measures that will further save time and expenses for foreign trade enterprises, and promote faster and faster cross-border trade. It is more smooth, helps stabilize foreign trade, and promotes a higher level of opening up." said Bai Ming, deputy director of the International Market Research Institute of the Ministry of Commerce.
